This is the Hubcap Remover tool. Slip the bent end under the edge of a hubcap near one of the mounting pegs on the wheel and rock it a little to lift the hubcap off of the peg. This tool may not have always been included in the tool kit for a disc wheel car, as the wheel brace (lug wrench) commonly had a hook on the handle end to remove hubcaps.
