This is sounds like Grapes of Wrath material, but if you have some shim stock lying around this might be a quicker fix than ordering a replacement felt bushing.

"Once I realized it was going to take a lot of faffing to fit the new 'too thick' felt, I fitted a shim (can't remember if it was one or two thicknesses) made from an aluminum drink can. Fitted between the column tube and the old felt. Everything feels like it should do, no rattling of steering over the bumps. I think it made for better location than butchering the new felt".
